MINUTES OF THE LOWER WINTERBORNE PARISH COUNCIL MEETING HELD ON TUESDAY 16th July 2024, COMMENCING 7PM, AT WINTERBORNE KINGSTON VILLAGE HALL

Public Participation
The Parish Council were asked if they can they clean the road signs as well as the fingerposts and village gates.
There is a lack of visibility of 30mph signs in Anderson due to overgrown vegetation.
Action: Clerk to report to Dorset Council
1 Declaration of Interest and requests for dispensations
24.143 No interests were declared, and no dispensations had been requested.
2 Apologies
24.144 Cllr M Meaden and Cllr D Knapp gave their apologies.
3 Minutes of the Meeting held on 18th June 2024
24.145 A copy of the minutes had been issued to all members prior to the start of the meeting. Cllr Luxford proposed them to be a true and accurate representation of the meeting. This was seconded by Cllr Langdown and agreed unanimously. The Chair signed the minutes in the presence of the meeting.
5 Matters arising from those minutes for report only
24.146 The Clerk’s Report was circulated in advance of the meeting. The Barclay charge card application was completed.
6 Dorset Councillors’ Reports
24.147 There was no report.
7. Finance
24.148 To confirm payment of accounts
The following payments had been requested:
Two payments were added at the meeting for key cutting and DAPTC membership for Winterborne Zelston and are included in the above table. The total amount requested from the Precept for the month of July is £2553.63
Cllr Allcock proposed the payments are made. This was seconded by Cllr Luxford and agreed unanimously.
24. 149To confirm the reconciliation of accounts, income and position against budget
A copy the reports had been issued to members prior to the start of the meeting. No comments were made, or queries raised.
8. To receive the following reports
24.150 Speed Watch – There is a meeting on the 18th July with the Police regarding Speedwatch.
24.151 Hub – some regular bookings have been lost. The Parish Council were asked where they see the Hub going as it is difficult to get a committee up and running. Some projects have been put on hold. A path is needed to make it more accessible. At present the Hub is sustainable and is offering a valuable service. Mothers and Toddlers will be starting a weekly session. Last year the hedge was cut – this needs doing again this year.
Action: Clerk to query with contractor.
o Rates Appeal – there has been no update
o Footpath – one quote received in the region of £10,000.
o Signs to the Hub – the Hub is hard to find. It was suggested that a quote for one directional at the village hall and one at the first green at Broad Close is requested from Dorset Council.
24.152 Flood Watch – nothing to report. The river has stopped flowing.
24.153 Play Area and Recreation Ground – an email was received regarding the gate being removed on the recreation ground. This was removed as people were letting their dogs off and not supervising them. The gate has been put back and the situation will be monitored. The gate at the park is in the process of being fixed.
10 Items for Action and Resolution
24.154 To consider progress on the Neighbourhood Plan – household survey
The consultation is complete and there will be an open day in September for feedback to the community. It was proposed that the Parish Council apply for a grant to cover the cost of the consultant and the presentation materials. This was proposed by Cllr Andrews and seconded by Cllr Allcock with all in the agreement.
24.155 To discuss cleaning of the fingerposts and village gates
The fingerposts, village gates and road signs need cleaning. Cllrs were asked that they clean any road signs in their local area. Cllr Langdown volunteered to clean the fingerposts and village gates.
24.156 To receive an update on progress with the EV Charge Point
A meeting took place with Dorset Council who favoured the village hall car park for the location of the EV spaces. This will be discussed by the village hall committee however it was felt that this would take up a lot of space.
11. Parish Councillors’ reports not covered by item 8
24.157 Cllr Jessopp – flowers from the cemetery have been dumped on the path running to the paddock. A sign will need to be put up to ask the public not to do this.
12. Correspondence receive since the agenda was set
• A planning application has been received for Red Post garage which is being considered by Winterborne Zelston.

Action: Clerk to send cemetery plan to Cllrs and title plan.
