Minutes 10th February 2022

MINUTES OF THE LOWER WINTERBORNE PARISH COUNCIL HELD ON TUESDAY 10th FEBRUARY 2022, COMMENCING 7PM, AT WINTERBORNE ZELSTON VILLAGE HALL

Public Participation

It was noted that the river path between the two bridges in Winterborne Kingston is quite muddy at times. Could something be put on it? Outreach have organised a Post Office to come back to Kingston, starting on the 28th February. It will be available in the Village Hall on Mondays and Wednesday from midday until 2pm.

1. Declaration of Interest and requests for dispensations

22.104 No interests were declared, and no dispensations had been requested.

2. Apologies

22.105 Apologies had been received from Cllr Lynn Luxford (family illness) and Dorset Cllr Emma Parker (prior meeting).

3. Minutes of the Meeting held on 18th January 2022

22.106 A copy of the minutes had been issued to all members prior to the start of the meeting. Cllr Meaden proposed them to be a true and accurate representation of the meeting. This was seconded by Cllr Knapp and agreed unanimously. The Chair signed the minutes in the presence of the meeting.

4. Matters arising from those minutes for report only

22.107 A letter has been sent regarding the green cats’ eyes at White Post Junction.

5. Dorset Councillors’ Reports

22.108 Cllr Parker was unable to attend the meeting. There was no report this month as the January report had covered most items.

7. Finance

The total amount requested from the Precept for the February 2022 is £8,854.61.

It was noted that the Newglaze payment will be withheld for the time being whilst the windows are being sorted out.

Cllr Knapp proposed the payments are made. This was seconded by Cllr Langdown and agreed unanimously.

22.110 To agree the reconciliation of accounts and position against budget

A copy of both reports had been issued to all members prior to the start of the meeting. No comments were made.

7. To receive reports

22.111 Reports had been received from:

(a) Community Speed Watch – 3 sessions since the last meeting but very few speeding vehicles. The SID is back up and working. Thanks to Derek Andrews for re-installing the repaired SID in West Street.

(b) Community Hub – Cllr Luxford was unable to attend the meeting but had reported that the fitting of the new windows has been put back 3 to 4 weeks as they had been incorrectly measured and, as a result, do not fit. Mothers and Toddlers continue to use the Hub and there a few other bookings but all very quiet at the moment.

(c) Flood Watch – No report.

(d) Play Area Report – Cllr Allcock reported that Dorset Trees planted 3 memorial trees on the site recently.

8. To consider Planning Applications

22.112 P/LBC/2022/00210 The Old Parsonage, East Street, WK – Erect two storey extension

This is a listed building consent.

P/HOU/2022/00456 4 New Cottages, Marsh Lane, Anderson – Partially demolish rear conservatory & erect single storey rear extension

Cllr Brock proposed no objection.

9. Items for action and resolution

22.113 To consider a response to the Dorset Local Plan consultation

Nothing to add.

22.114 To consider the purchase of speed signs at a cost of £220 each and roundels at a cost of £450 each or Slow signs at a cost of £260 each

This follows the results of the recent traffic surveys on West Street and in Anderson and our request to Highways for additional signage. Their response was that the areas in question are not deemed to be accident black spots and so would not benefit from their limited budget. Should we wish to have any additional signage, it would be the responsibility of the Parish Council to pay for it.

It was felt that we should wait until the results of the 20mph guidelines come out and see if we are able to take advantage of this.

22.115 To consider replacing the Winterborne Kingston notice board

Two quotes had been provided from Greenbarnes Ltd. Two more quotes will be obtained.

22.116 To discuss the future of the Allotment Field

The majority of residents spoken to are in favour of an area partly rewilded and partly a dog friendly area.

Cllr Jessopp will produce a report for submission at the next meeting.

11. To receive an update on the Queen’s Platinum Jubilee celebrations

22.118 Zelston – A meeting is to be held on the 1st March to agree a proposal.

Kingston – There will be meeting on the 17th February.
