MINUTES OF THE LOWER WINTERBORNE PARISH COUNCIL HELD ON TUESDAY 19th JULY 2022, COMMENCING 7PM, AT WINTERBORNE KINGSTON VILLAGE HALL

Public Participation

Bus Shelter – Cllr Jessopp will speak to the contractor.

1 Declaration of Interest and requests for dispensations

23.057 No interests were declared, and no dispensations had been requested.

2 Apologies

23.058 Apologies had been received from Cllrs Mark Meaden and Bill Newman, and Dorset Councillor Emma Parker.

3 Minutes of the Meeting held on 21st June 2022

23.059 A copy of the minutes had been issued to all members prior to the start of the meeting. Cllr Knapp proposed them to be a true and accurate representation of the meeting. This was seconded by Cllr Andrews and agreed unanimously. The Chair signed the minutes in the presence of the meeting.

4 Matters arising from those minutes for report only

23.060 Noah Henville – This is still in hand and will be brought back to a later meeting.

Community Pay Back Scheme – The Clerk had sent an email to the gov.uk site but it had bounced back as spam.

5 Dorset Councillors’ Reports

23.061 A copy of Cllr Parker’s report had been issued to all members prior to the start of the meeting.

The total amount requested from the Precept for the month is £4,713.67.

Cllr Brock proposed the payments are made. This was seconded by Cllr Luxford and agreed unanimously.

23.063 To confirm the reconciliation of accounts and position against budget

A copy of both reports had been issued to members prior to the start of the meeting. No comments were made or queries raised.

23.064 To review and accept the Internal Audit Report for the year ended 31st March 2022 and agree the Accounting Statement

A copy of the report had been issued to all members prior to the start of the meeting. Each recommendation was considered.

Cllr Brock proposed the report is accepted. This was seconded by Cllr Sorrell and agreed unanimously.

23.065 To consider the purchase of Hedgehog Highways at a cost of £150

Cllr Langdown explained the purpose of a Hedgehog Highway and proposed that they are purchased and left for people to help themselves to. There are quite a few people within the parish who are very keen on looking after the hedgehog population.

The Parish Council does not hold the General Power of Competence. Therefore, this cost cannot be taken from the Precept. However, the Parish Council is holding monies from both the Best Kept Village Awards and the Queen’s 90th Birthday. Either of these balances could be used.

Cllr Langdown proposed that this is supported, and the money is taken from the Best Kept Village fund and the Hedgehog Highways are to be available from the pub and the kiosk. This was seconded by Cllr Andrews and unanimously agreed. Cllr Langdown will purchase the Hedgehog Highways.

7. To receive the following reports

23.066 Speed Watch –The SID is still working intermittently. It is recording speeds up to about 9am and then after that it does not seem to be working. It will be left until September and then reviewed.

23.067 Hub – nothing to report.

23.068 Flood Watch – All the blocked drains have been reported and should, by now, have been jetted.

23.069 Play Area and Recreation Ground – Nothing to report.

8. Planning Applications

23.070 To consider planning applications received

P/HOU/2022/03795 Huish Manor, Winterborne Zelston – Formation of drive, erection of stables, garage and tack room

Members had no objections to the proposal. Cllr Sorrell proposed the application is supported. This was seconded by Cllr Andrews and agreed unanimously.

P/OUT/2022/00414 Land North of Plumbley Meadows – Appeal against refusal of erection of up to 20 dwellings and form vehicular access.

The grounds of appeal are not shown on the website. However, Dorset Council did send out a report, giving five reasons for refusal – flooding, outside settlement boundary, adverse land effect, potential harm to nature, adverse archaeological effects. Cllr Brock offered to go through the appeal documents and submit a response. The applicant is arguing that Dorset Council does not have a 5-year housing bank, and the development is sustainable. Cllr Brock will go through the points we did not address in our initial response in 2020. Cllr Andrews proposed Cllr Brock submit the additional comments. This was seconded by Cllr Langdown and agreed unanimously. A copy will be forwarded to members for the purpose of the minutes.

P/SDV/2022/04095 Petrol Station, Winterborne Zelston – Various illuminated signs

Cllr Sorrell proposed that an objection should be submitted on the basis of light pollution as this is in addition to the previous planning application for lighting on the site affecting adjoining residential properties. This with the previous application, seems a considerable amount of additional light in a rural environment and close to residential properties. Cllr Brock seconded the proposal, and it was agreed unanimously.

9. Parish Councillors’ Reports on matters not covered in Item 7

23.071 The over-flowing dog bins have been reported via the Dorset Council website.

Thanks are extended to Colin Pitman for sorting out the path alongside the river.

Two residents have asked for a traffic survey to be undertaken in Bere Road. Unfortunately, there is no reason to have a survey here and it is not known what such a survey would achieve, other than to confirm some cars are speeding.

Gravestone topple tests have been undertaken and one has been laid down. Details of the gravestone will be forwarded to the Clerk so the family can be informed.

10. Items for action and resolution

23.072 To agree the purchase of a new notice board

A new notice board has now been purchased for Winterborne Kingston.

23.073 To confirm the increase in hire fees for Winterborne Kingston Village Hall

The increase in fees was noted.

23.074 To consider undertaking a Neighbourhood Plan and review the boundary for a Plan

Cllr Brock reminded members that, back in 2019, it was agreed that a Neighbourhood Plan would be undertaken and the boundary would encompass the whole of the parish. As Zelston will be leaving the Grouped Council in 2024, the boundary will have to be rethought.

Cllr Andrews felt that a Plan should be considered in order to protect the village in the future.

What area will be included in the plan? A public meeting will be called to see who would be interested in assisting with a Plan.

This will be brought back to the September meeting, together with a map of the parish of Winterborne Kingston. The original people who offered to help will be contacted and put back in touch with Cllr Brock. The September meeting will also include establishing whether there is sufficient interest in producing a Plan.
