MINUTES OF THE LOWER WINTERBORNE PARISH COUNCIL HELD ON TUESDAY 21st JUNE 2022, COMMENCING 7PM, AT WINTERBORNE ZELSTON VILLAGE HALL

Public Participation
No matters were raised.

1 Declaration of Interest and requests for dispensations
23.040 No interests were declared, and no dispensations had been requested.

2 Apologies
23.041 Apologies had been received from Cllrs Lynn Luxford, Keith Langdown and Dorset Councillor Emma Parker, and from James Allen.

3 Minutes of the Meeting held on 17th May 2022
23.042 A copy of the minutes had been issued to all members prior to the start of the meeting. Cllr Meaden proposed them to be a true and accurate representation of the meeting. This was seconded by Cllr Knapp and agreed unanimously. The Chair signed the minutes in the presence of the meeting.

4 Matters arising from those minutes for report only
23.043 Noah Henville – this is moving forward and will be brought back to the July meeting.

5 Dorset Councillors’ Reports
23.044 Cllr Emma Parker was unable to attend the meeting but had forwarded a short report to the Clerk.

Cllr Val Pothecary was voted in as Chairman of Dorset Council with Cllr Barry Gorringe being voted in as Vice Chair. There were no changes made to Cabinet members. Cllr Spencer Flower will continue in the role as Leader of the Council. Cllr Parker will continue in her role as Chairman of the Licencing Committee and as a member of the Northern Planning Committee, School Transport Appeals and also sits on the Scrutiny Panel for the Stour Valley and Poole Partnership.

6. Finance
23.045 To confirm payment of accounts

The following payments had been requested:

The total amount requested from the Precept for the month is £4,920.20.
Cllr Brock proposed the payments are made. This was seconded by Cllr Sorrell and agreed unanimously.

23.046 To confirm the reconciliation of accounts and position against budget
A copy of both reports had been issued to members prior to the start of the meeting. No comments were made or queries raised.

23.047 To receive the accounts for the year ended 31st March 2019 and agree the Accounting Statement
This item was included in error.

23.048 To consider the purchase of Hedgehog Highways at a cost of £150
The Parish Council does not have hold the General Power of Competence. Therefore, this cost cannot be taken from the Precept. However, the Parish Council is holding monies from both the Best Kept Village Awards and the Queen’s 90th Birthday. Either of these balances could be used. As Cllr Langdown was not present, this item will be postponed to the July meeting.

7. To receive the following reports
23.049 Speed Watch – The SID has been in one location for some time and Cllr Langdown will be asked to move it to the second location.

23.050 Hub – Cllr Luxford was unable to attend the meeting but had said there was nothing to report.

23.051 Flood Watch – Nothing to add.

23.052 Play Area and Recreation Ground – Nothing to report. Cllr Andrews noted that there was a post missing that holds the gate in place at the recreation ground. Colin Pitman is due to repair this.

8. Planning Applications
23.053 To consider planning applications received
P/FUL/2022/02130 4 Pitcher Close, Winterborne Kingston
Erect 1 dwelling and create a new vehicular access

Cllr Knapp felt it would be a good addition, would tidy up the area and provide another, much needed family home. Cllr Knapp proposed the Parish Council support the application. This was seconded by Cllr Brock and agreed unanimously.

P/CLP/2022/02840 Land adjoining Ravenholt, Winterborne Zelston
Certificate of Lawfulness with regard to the grant of planning permission P/FUL/2021/05275

Cllr Jessopp explained that the Certificate of Lawfulness is asking if the work, given permission under the 2021 planning application, had been undertaken in line with that permission. It was felt that there was nothing the Parish Council could add.

9. Parish Councillors’ Reports on matters not covered in Item 7
23.054 Winterborne Kingston telephone kiosk – Cllr Andrews has been told that we could apply to the Community Payback Scheme for people to undertake the work. The Clerk will look into this. In the meantime, she and Mr Andrews plus one other person will undertake the work.

ACTION: CLERK

Winterborne Kingston notice board – Cllr Andrews reported that the contractor can now no longer undertake the work. Cllr Meaden suggested, rather than oak, the board is made from a reconstituted plastic similar to the Zelston board. Cllr Andrews will confirm the cost for Greenbarnes quote, and this will be brought back to the July meeting.

The Platinum Jubilee Street Party at Zelston was a big success with 120 people attending.

Cllr Knapp asked if it would be possible to have horse awareness signs put up along West Street. This would be something Dorset Highways would have to agree to and provide the signs.

The Jubilee Celebration in Kingston was very well attended. The WI event was also fully booked and very successful. The Jubilee Committee will be holding a winding up meeting next week to finalise the accounts, etc.
