MINUTES OF THE LOWER WINTERBORNE PARISH COUNCIL HELD ON TUESDAY 18th APRIL 2023,
COMMENCING 7PM, AT WINTERBORNE KINGSTON VILLAGE HALL

1 Declaration of Interest and requests for dispensations
23.197 No interests were declared, and no dispensations had been requested.

2 Apologies
23.198 Apologies had been received from Cllr H Andrews, R Sorrell and Dorset Cllr Emma Parker.

3 Minutes of the Meeting held on 21st March 2023.
23.199 A copy of the minutes had been issued to all members prior to the start of the meeting. Cllr Knapp proposed them to be a true and accurate representation of the meeting. This was seconded by Cllr Brock and agreed unanimously. The Chair signed the minutes in the presence of the meeting.

4 Matters arising from those minutes for report only
23.200 The Clerk’s Report was circulated in advance of the meeting. It was noted that the cat’s eyes on the A31 had not been replaced.
Action: Clerk to chase National Highways regarding missing cat’s eyes

The total amount requested from the Precept for the month of April is £2863.73

Cllr Brock proposed the payments are made. This was seconded by Cllr Luxford and agreed unanimously.

23.203 To confirm the reconciliation of accounts and position against budget
A copy of both reports had been issued to members prior to the start of the meeting. No comments were made, or queries raised. The Clerk highlighted that this was the end of year position and, due to ongoing issues with accessing the online accounts the April position would be circulated shortly. It was asked why the miscellaneous income was so high and this was due to a Dorset Council grant. Councillors asked if the income could be reported in more details – particularly from the Hub.

Action: Clerk to detail 2022/23 income for May meeting.

7. To receive the following reports
23.204 Speed Watch – an annual report was included at the Village meeting.

23.205 Hub – Cllr Luxford highlighted that lots of bookings are coming in and the Hub will be decorated shortly.

23.206 Flood Watch – No report.

23.207 Play Area and Recreation Ground – No report

8. Planning Applications
23.208 To consider planning applications received
P/FUL/2023/01564 Land at E 385994 N 98793 Abbots Court House, East Street, Winterborne Kingston

Carry out alterations to existing vehicular access and erection of a timber sign
A comment had been received from a local resident supporting the application but asking that the East Street access was restricted. It was considered that this would not be possible in planning terms. Cllr Brock recommended the Parish Council support
this application and P/ADV/2023/01565 below and this was seconded by Cllr Allcock with all agreement

9. Items for Action and Resolution
23.209 To consider the next step for the Neighbourhood Plan
The area designation has been applied for and the Parish Council are awaiting a response from Dorset Council.

23.210 To consider progress on the Winterborne Kingston bus shelter
The bus company insurance have proposed a settlement of £4095.00. This is the cost of a new bus shelter minus the £800 quoted to the Parish Council to renovate the shelter. This takes account of removal and installation of the new shelter. Cllr Knapp proposed that this offer was accepted and this was seconded by Cllr Brock was all in agreement.

Action: Clerk to accept the proposed insurance settlement.

23.211 To consider progress on an application for a 20mph zone in Winterborne Kingston
Following the March meeting a map was sent to Dorset Council highlighting the roads put forward for the 20mph zone. They have since come back to us with a proposal for two traffic surveys, one at West Street and one at Sackville Street. This will be at a cost of £475+VAT. These surveys are necessary to progress with the application form. Councillors queried whether the recent West Street survey could be used. Cllr Knapp proposed that the £475 be approved, possibly to be reduced following the West Street query. This was seconded by Cllr Meaden with all in agreement.

Action 4: Clerk to clarify whether the existing West Street survey can be used and agree appropriate traffic surveys.

23.212 To receive an update on Allotment Field Tree Planting.
As reported at the Village meeting.

23.213 To consider quotes for a sand store
This is ongoing and will be updated at the next Parish Council meeting.

23.214 To discuss quote for replacement pump
This is ongoing and will be updated at the next Parish Council meeting.

10. To discuss progress on the Community Governance Review
23.215 The legal order has not yet been received from Dorset Council. There are a list of questions that will be put to NALC once the order has been received. There is a casual vacancy for Winterborne Zelston that will be advertised.

Action: Clerk to advertise casual vacancy.

11 To receive an update on the events to mark the Coronation of King Charles III
23.216 Winterborne Zelston are holding a tea party on Sunday 7th May. In Winterborne Kingston there is party at the Recreation Ground on Saturday 6th May and a street party in Church Street on Sunday 7th May. The WI are looking into an event for Monday 8th May.

12. Parish Councillors’ reports not covered by item 7
23.217 Cllr Jessopp noted that the footpath adjacent to the Greyhound pub is eroding into the river bank.

Action: Clerk to report to Rights of Way team

Having looked at the payment machines, Cllr Jessopp suggested that one pay machine costing £140 would be more practical for the upcoming events. This is because the more expensive one does not need to be connected to a phone. Cllr Meaden proposed that this was supported and this was seconded by Cllr Luxford with all in agreement.

23.218 The Macmillan Bike Ride will be coming through the village on Sunday 2nd July.
