MINUTES OF THE LOWER WINTERBORNE PARISH COUNCIL MEETING HELD ON TUESDAY 18th JULY 2023, COMMENCING 7PM, AT WINTERBORNE KINGSTON VILLAGE HALL

Public Participation
A member of the public asked about progress on the seat for the top of the Recreation Ground – this is ongoing.

1 Declaration of Interest and requests for dispensations
23.273 No interests were declared, and no dispensations had been requested.

2 Apologies
23.274 Cllrs D Knapp, R Brock and M Meaden gave their apologies, and these were accepted. Dorset Cllr Emma Parker also gave her apologies.

3 Minutes of the Meeting held on 20th June 2023.
23.275 A copy of the minutes had been issued to all members prior to the start of the meeting. Cllr Sorrell proposed them to be a true and accurate representation of the meeting. This was seconded by Cllr Luxford and agreed unanimously. The Chair signed the minutes in the presence of the meeting.

23.276 The Clerk’s Report was circulated in advance of the meeting.

Cllr Andrews proposed the payments are made. This was seconded by Cllr Allcock and agreed unanimously.

23.279 To confirm the reconciliation of accounts, income and position against budget
A copy the reports had been issued to members prior to the start of the meeting. No comments were made, or queries raised.

8. To receive the following reports
23.280 Speed Watch – a report was circulated in advance of the meeting. It was noted that speeding is increasing.

23.281 Hub – No report

23.282 Flood Watch – No report

23.283 Play Area and Recreation Ground – The annual inspection is due to take place for the play area and in advance of this it was suggested that the surfacing is power washed and repaired. A quote has been received for £432 for power washing, £174 for wet pore and £196 for edges. This represents good value for money and Cllr Allcock proposed that this was accepted. This was seconded by Cllr Luxford with all in agreement.

The small toddler playhouse is in a poor state and is likely to be raised in the upcoming inspection. The current cost to replace this piece of equipment would be over £10,000 so it was suggested that it is refurbished. Due to the specialist nature of the parts for the equipment there is only one supplier that sells the correct panels and roofing materials (FAR). It was suggested that the measurements were obtained and the parts were ordered before the inspection. The cost of this is yet to be calculated but is likely to be around £2,500 for the parts with an additional £490 for painting and fitting. It was queried how long the equipment would last with these repairs and it was estimated around 15 years. There is over £4,400 in the play area budget. The older equipment that has been painted is now peeling and needs to be shot blast and primed which would cost around £2,000. It was suggested that the equipment was rubbed down to find out whether it was galvanised.

Due to the amounts of money needing to be spent an extraordinary meeting may be held over the Summer to agree the work, once the quotes have been received.

Construct solar farm and erect electric vehicle charging station, form vehicular access, parking, landscaping, and carry out associated works including installation of equipment, batteries and necessary infrastructure. (With variation of Condition Nos. 4, 5, 18 & 19 to allow a temporary vehicular access from the A354 for the construction phase of the solar farm and battery storage).

10 Items for Action and Resolution
23.285 To consider the next step for the Neighbourhood Plan
The Neighbourhood Plan area has now been confirmed. Cllr Jessopp to take the lead on this until September with the first step to be a meeting on the Steering Group.

23.286 To consider quotes for a sand store
Three quotes have been received for the sand store for £1,000, £1,800 and £2450. Fitting would have to be added. An additional quote from a local contractor has been sought and this came to £2,350 including fitting. Cllr Jessopp to enquire whether planning permission would be sought. There is no specific budget for this work so it was suggested that it came out of general reserves. It was felt that the local contractors quote would be a better quality and Cllr Sorrell was proposed that this was accepted and this was seconded by Cllr Allcock with all in agreement.

23.287 To discuss the Winterborne Kingston bus shelter
This was deferred to the September meeting.

23.288 To consider a proposal for a stone bench at the cemetery
A meeting took place to agree the location of the bench, and this will be in place later in the year.

23.289 To consider progress on the 20mph application
The information on the Sackville Street application is gathered, however to complete the application form some evidence of community support is needed. This can be in the form of a survey, petition, or community meeting. It is likely that the Parish Council would need to at least part fund the £6,000-£10,000 cost of the designation.

23.290 To consider works to Parish Council trees
The final tree survey has been received and several trees need significant work or felling. The Parish Council have communicated with the PCC to inform them of the works needed in the church yard.

The Parish Council approved the works to the trees in the Church yard, including felling, due to the heath and safety concerns highlighted in the report. These trees will not be replaced as there is overcrowding. Three quotes for all the tree work are being sought.

23.291 To discuss the upkeep of Allotment Field
This was deferred to the September meeting.

11. To discuss progress on the Community Governance Review
23.292 A list of questions about the CGR have been sent to NALC and the Parish Council is awaiting a response. The Winterborne Zelston village meeting is booked for November.

13. Parish Councillors’ reports not covered by item 8
23.293 Cllr Andrews reported that the kiosk door had been delivered and will be fitted.

23.294 Cllr Sorrell reported that the resident that maintained the laurels in Winterborne Zelston was unable to carry on with this service. Cllr Sorrell to write specification for the work to consider a tender.

14, Correspondence receive since the agenda was set
23.295 A letter has been sent to residents of Broad Close with gardens backing onto the track to ask not to dump any garden waste.
