MINUTES OF THE LOWER WINTERBORNE PARISH COUNCIL MEETING HELD ON TUESDAY 19th SEPTEMBER 2023, COMMENCING 7PM, AT WINTERBORNE KINGSTON VILLAGE HALL

Public Participation
Residents of Winterborne Zelston attended the meeting to express concerns over the potential of a MacDonalds moving to the Red Post Services site. They commented that the site is an accident blackspot and the existing traffic situation is dangerous. There are no slowing down markings and the 40mph limit is not observed. The fear is that an increase in traffic will make things worse. Further issues were raised including how the site would cope with the additional vehicles and whether the change would need planning permission.

The Parish Council responded to say that they could not comment on any planning applications that had not yet been submitted as this would constitute predetermination. The issues regarding the existing highways problems could be actioned and the Parish Council agreed to highlight this to National Highways and Dorset Council. If any change in licencing hours are requested then a consultation will take place.

Action: Clerk to highlight traffic issues at Red Post Services to National Highways and Dorset Council.

A member of the public raised the issue of the Noah Henville Corner and how dangerous this was becoming. They also raised whether the Hub will charge for the Youth Events taking place in the building. This was referred to the Hub Committee.

The dead Elm trees reported on the A31 were raised and the Clerk will provide the member of the public with an update.

1 Declaration of Interest and requests for dispensations
23.296 No interests were declared, and no dispensations had been requested.

2 Apologies
23.297 Cllrs L Luxford, R Brock and R Sorrell gave their apologies, and these were accepted.

3 Minutes of the Meeting held on 18th July 2023.
23.298 A copy of the minutes had been issued to all members prior to the start of the meeting. Cllr Knapp proposed them to be a true and accurate representation of the meeting. This was seconded by Cllr Randall and agreed unanimously. The Chair signed the minutes in the presence of the meeting.

4 Matters arising from those minutes for report only
23.299 The Clerk’s Report was circulated in advance of the meeting. It was reported that the kiosk door is finished.

5 Dorset Councillors’ Reports
23.300 The passing of Della Jones MBE was noted with sadness.

The total amount requested from the Precept for the month of August is £2295.52 and for September is £2684.13.

Cllr Meaden proposed the payments are made. This was seconded by Cllr Langdown and agreed unanimously.

23.302 To confirm the reconciliation of accounts, income and position against budget
A copy the reports had been issued to members prior to the start of the meeting. No comments were made, or queries raised.

23.303 To receive and note the External Auditor Report and Certificate
The return was presented and accepted by the Parish Council. The relevant information is published on the Parish Council website and noticeboard.

7. To receive the following reports
23.304 Speed Watch – a report was circulated in advance of the meeting. There is now a rota for the SID and it is moved every 4 weeks.

23.305 Hub – a report was circulated in advance of the meeting.
i) The three quotes for the replacement flooring were considered being Quote 1 £1,672; Quote 2 £1690 and Quote 3 £2067.40. The Hub committee were happy with the proposal from Quote 1 and with this being the most cost effective it was proposed by Cllr Jessopp that this was accepted. Cllr Knapp seconded the proposal with all in agreement.
ii) The hire of the skip for the Hub was discussed at a cost of £310. This is to remove the old storage heaters. This was proposed for approval by Cllr Knapp and seconded by Cllr Meaden with all in agreement.

23.306 Flood Watch – It was reported that the river in Winterborne Zelston has been cleared.

23.307 Play Area and Recreation Ground
i) The purchase of the panel and roof for the toddler playhouse at a cost of £995 was agreed over email during the Summer and was ratified.
ii) The fitting of the panel and roof and remaining repair works to the toddler playhouse at a cost of £174.00 to repair the wet pour surface under the swings, £196.00 to improve the wet pour/concrete kerb edges and £490.00 to pressure wash all of the equipment and safer surfacing was proposed by Cllr Allcock and seconded by Cllr Knapp with all in agreement.
iii) The cost of delivery and installation for the ‘Sky High Slide’ (gifted) at a maximum cost of £590.00 for delivery, £475 cost to install and £120.00 for some safer surfacing tiles was proposed by Cllr Allcock and seconded by Cllr Knapp with all in agreement.

8. Planning Applications

9 Items for Action and Resolution
23.308 To consider the next step for the Neighbourhood Plan
The Neighbourhood Plan area has now been confirmed and the grant funding is now available. A steering group meeting has been arranged for Monday, 2nd October.

23.309 To consider quotes for a sand store
This was approved at the July meeting.

23.310 To discuss the Winterborne Kingston bus shelter
This was deferred to the October meeting.

23.311 To confirm the requirements for Remembrance Sunday – road closure, wreaths and silent soldier.
The road closure has been applied for. Four wreaths will be ordered at a cost of £19.99 each plus delivery. There has been a proposal to purchase a ‘Silent Soldier’ at a cost of £200.00. A local resident has also agreed to purchase one. Cllr Jessopp proposed that the Parish Council approved this purchase and this was seconded by Cllr Meaden with all in agreement. Clerk to obtain quote for clean of war memorial.
Action: Clerk to purchase wreaths and silent soldiers and obtain quotes for a clean of the war memorial.

23.312 To consider progress on the 20mph application
The next stage in the application is gathering evidence of community support. This can be through a questionnaire, petition or public meeting. It was proposed that the best way to gauge opinion would be through a paper questionnaire left in the school, church, pub and village hall alongside a Facebook Poll.
Action: Clerk to prepare questionnaire and poll.

23.313 To consider works to Parish Council trees
Only quote has been received so far and this was in excess of £13,000. Further quotes will be sought.

23.314 To discuss the upkeep of Allotment Field
Cllr Knapp outlined that the grass is very long at present and the amenity would be more useable if a path were cut around. Cllr Knapp to obtain a quote for this and also to top the field in order to plant more trees.

23.315 To discuss a proposal for a bench at the Recreation Ground
The Parish Council have been offered a bench from the village hall to be located at the top of the Recreation Ground. This was accepted with thanks and the installation will be arranged.

10. To discuss progress on the Community Governance Review
23.316 A meeting has been arranged to be attended by Cllr Jessopp, Cllr Meaden, Cllr Sorrell, Cllr Randall, the Clerk and Mr Wedge from the DAPTC. This will cover the points raised in the questions to NALC and help prepare for the Winterborne Zelston village meeting in November.

11. Parish Councillors’ reports not covered by item 8
23.317 Cllr Knapp requested that the White Post Junction cats eyes were chased again. Cllr Parker to contact MP.

23.318 Cllr Allcock reported that fencing needs repairing at the playground.

23.319 Cllr Andrews reported that the dog bins are not being emptied and members of the public are encouraged to use alternative bins or take their bags home when the bin is full.

23.320 Cllr Langdon reported that the hedge at Haytor Farm is now dangerously protruding onto the road.
Action: Clerk to chase Dorset Highways on enforcement action and at West Street.

12, Correspondence receive since the agenda was set
23.321 The Parish Council insurance company have requested updates to the valuations which have been submitted in line with the deadline. The Play Area value has increased alongside the revaluation and a value of £10,000 has been placed on the War Memorial and £20,000 on the Hub contents.
