MINUTES OF THE LOWER WINTERBORNE PARISH COUNCIL MEETING HELD ON TUESDAY 20th JUNE 2023, COMMENCING 7PM, AT WINTERBORNE ZELSTON VILLAGE HALL

Present: Cllrs D Knapp, L Luxford, R Brock, M Meaden, R Allcock, R Sorrell, H Andrews, K Langdown, B Randall

Chair: Cllr R Jessopp

Clerk: Mrs Alison Clothier

Also present: 3 members of public; Dorset Cllr Emma Parker.

Public Participation
A member of the public asked if a seat could be located at the top of the Recreation Ground. Cllr Jessopp noted that one seat is currently being repaired. A tree near the bridge at the Greyhound was raised as it needs cutting back – Mr Pitman to draw up a quote.

1 Declaration of Interest and requests for dispensations
23.248 No interests were declared, and no dispensations had been requested.

2 Apologies
23.249 There were no apologies.

3 Minutes of the Meeting held on 16th May 2023.
23.250 A copy of the minutes had been issued to all members prior to the start of the meeting. Cllr Knapp proposed them to be a true and accurate representation of the meeting. This was seconded by Cllr Langdown and agreed unanimously. The Chair signed the minutes in the presence of the meeting.

4 Matters arising from those minutes for report only
23.251 The Clerk’s Report was circulated in advance of the meeting.

5 To consider the Co-Option of a Parish Councillor for Winterborne Zelston
23.252 There was one application for the role of Parish Councillor and it was proposed by Cllr Sorrell that this was approved and seconded by Cllr Meaden. Cllr Randall was welcomed onto the Parish Council.

6 Dorset Councillors’ Reports
23.253 It was reported that National Highways have been chased by Dorset Council regarding the cats eyes. Noah Henville is still on the works programme.

The total amount requested from the Precept for the month of June is £3509.23

Cllr Brock proposed the payments are made. This was seconded by Cllr Andrews and agreed unanimously.

23.255 To confirm the reconciliation of accounts, income and position against budget
A copy the reports had been issued to members prior to the start of the meeting. No comments were made, or queries raised.

23.256 To approve the conflict of interest statement with BDO
It was confirmed that there were no conflicts of interest with the External Auditor. The form was signed.

23.257 To approve transfer of Pop-In account balance
The Parish Council were holding the balance for the Pop-In accounts however this will now be transferred to Cllr Brock. This was proposed by Cllr Knapp and seconded by Cllr Andrews with all in agreement.

9. Planning Applications
23.262 To consider planning applications received
P/VOC/2023/03220 Abbots Court House, East Street, Winterborne Kingston DT11 9BH
Change of use from existing residential to (residential with use of up to seven rooms for bed and breakfast), pop up restaurant and occasional venue for weddings, camping and preparation of food for outside catering. (Variation of condition 7 of planning permission 2/2020/0190/VARIA to allow marquee to be used all year round). (With variation to conditions 3 and 6 of planning permission P/VOC/2021/05273 to allow the number of weddings to be increased from 30 to 50 events in any calendar year, no more than one event in any weekend and no event to exceed one day in duration)
Support, subject to the signs proposed in applications P/ADV/2023/01565 and P/FUL/2023/01564 being in place.

10 Items for Action and Resolution
23.263 To consider the next step for the Neighbourhood Plan
Awaiting the end of the consultation period on 23rd June.

23.264 To consider quotes for a sand store
An additional quote has been received for the sand store for £2960 – Cllr Jessopp to meet with supplier to obtain more details. It was noted that planning permission may be need for the store.

23.265 To discuss the Winterborne Kingston bus shelter
It was suggested that a brick built shelter with a roof would be the preferable option for the replacement of the bus shelter. Cllr Jessopp to speak to local builder for some costs. Planning permission would be required.

23.266 To consider a proposal for a stone bench at the cemetery
A proposal for a stone bench at the cemetery has been received. The cost will be met by the member of the public requesting the installation. Cllr Knapp proposed that permission is granted for the bench but a site meeting held to agree on the most appropriate location for it. This was seconded by Cllr Brock and agreed by all.

Action: Clerk to arrange site meeting with Cllr Knapp, Mr Pitman and the member of the public.

23.267 To consider the position of the SID on West Street
An email has been received from a resident of West Street who would like the SID to be relocated. It was suggested that he be contacted to explain that the SID is very effective in this location and that the location was chosen by Highways so it cannot be moved.
Action: Clerk to write to resident to decline moving the SID

11. To discuss progress on the Community Governance Review
23.268 A list of questions about the CGR have been sent to NALC and the Parish Council is awaiting a response.

12 To provide a wrap up of the Coronation Events
23.269 A wrap meeting for Winterborne Kingston was held and £3109.51 has been put back into the Q90 fund. The accounts are attached to these minutes.

13. Parish Councillors’ reports not covered by item 8
23.270 Cllr Meadon reported that the school hedge on Sackville Street needs cutting back. There have also been complaints about the noise from Abbotts Court – it was suggested that any noise complaints are reported to Environmental Health.
Action: Clerk to report hedge on Sackville Street to Dorset Council

23.271 Cllr Andrews asked for an update on the 20mph zone – the Parish Council is waiting for the results of the West Street survey before progressing. Speeding coming into and out of the village is a problem. The hedge on West Street by the 30mph sign needs cutting back as does the hedge at Noah Henville.
Action: Clerk to report overgrown hedge at West Street and Noah Henville.

14, Correspondence receive since the agenda was set
23.272 The Sturminster Marshall Draft Neighbourhood Plan has been received. The Tree Survey has been received from Dorset Council however a small group of trees were missing so this has been sent back for correction. Significant work is suggested and quotes will be sought. Cllr Jessopp to meet with the tree inspector to gather more information.
